Practical Note 32/2026: “The new Article 8-A of the Cybercrime Law - ethical hackers”

The Cybercrime Office has issued a new Practical Note, No. 32/2026, on the new Article 8-A of the Cybercrime Law. 

This practical note aims to assist the prosecutors in interpreting the amendment, made in December 2025 and in force since April 2026, to the Cybercrime Law, with the introduction of a new Article 8-A (“acts not punishable due to public interest in cybersecurity”). 

This new rule exempts so-called “white hat” hackers, also known as ethical hackers, from criminal liability.
